Summary Report of the 2020 Annual General Meeting

Canadian 2.4mR Class President
The 2020 Annual General Meeting was held as a virtual meeting on October 15, 2020. Turnout was high, with more than 60% of the class members in attendance. The following are highlights of the meeting:
- Reports from the various regions indicated than despite the COVID 19 pandemic, there was 2.4mR sailing activity in the regions of Canada where the boat is popular. Some members reported boats being stuck in the United States due to the closing of the border between the two countries.
- Class Membership increased to 32 members in 2020. The class membership year is April 1 to March 31 of the following year.
- Financially the class had a small surplus in 2020 of $ 179.50
- Annual Dues were set for 2020. Dues will be $ 40.00 for Full Members and $ 20.00 for Associate members.
- There was a frank discussion of the activities of the Executive Committee of the International 2.4mR Class Association.
- The 2021 Canadian 2.4mR Championship Regatta was awarded to the Royal Victoria Yacht Club and will be held September 10 – 12, 2021
- The schedule for the 2021 CAN AM Winter Series was announced. The first week of races will be January 25 – 30 with the second series to be held Feb 20 – 21. The final series will be held March 29 – April 3rd. All events will be hosted by Charlotte Harbor Yacht Club.
- It was agreed to host a scheduling Zoom meeting in January 2021 to co-ordinate the race schedules of the various fleets.
- The election of class officers for 2021 was by acclamation. Peter Wood of Ottawa was reappointed President, Brian Robinson of Victoria was appointed as Secretary, Bruce Millar of Victoria was reappointed as National Measurer, and Aaron Wong-Sing of Ottawa was reappointed as Webmaster. Retiring Secretary Audrey Kobayashi of Kingston was thanked for her service to the class.
- Looking into the future, the Class has agreed to hold future Annual General Meetings as virtual videoconference meetings
President’s Report – April 2020
With the COVID-19 Pandemic, these are challenging times. We are in a situation none of us have experienced before. Our final CanAm Winter Series regatta is currently postponed to April 24-26, but that seems more and more improbable with the news coming out of the United States.
On a positive note, the Victoria sailors are still getting out on the water for Wednesday afternoon sails under quite restrictive protocols. Social distancing, wiping the hoist controls, and giving room at marks and on the starting line are some of the procedures they have put in place. In the mean time, the Royal Victoria’s spring regatta scheduled for May 2 & 3 has been cancelled.
Our 2020 CanAm North Series being sailed out of National Yacht Club in Toronto is still scheduled, starting with the first regatta June 27 & 28th and continuing with weekend regattas in July, August, and September.
The C. Thomas Clagett Regatta, normally sailed in late June in Newport, Rhode Island, has been rescheduled for Sept 1 – 6 at Sail Newport. This is an important regatta with excellent coaching and I will be attending for the ninth year. Newport is a very special place to sail and with the strong regatta organization it is an event not to be missed. You can get all the information regarding the event at www.clagettregatta.org .
I would encourage anyone thinking about going to the 2.4mR Worlds at Davis Island, Tampa Florida November 7 to 13th to register early in order to show your support. You can register now and pay the entry fee at a later date. This will help the organizers with their planning and give them positive feedback in these times of uncertainty. Dues The Membership year for the Canadian 2.4mR Class Association is April 1 – March 31. To date, ten members have paid their 2020 membership dues. Memberships can be renewed on the class website and we will be reaching out directly to boat owners who have not paid their dues. The dues support the activities of the class both from the Canadian and International perspective.

Canadian 2.4mR Class Dues 2020
Hello Class members,
Now that the days are getting longer, the sun is shining a little brighter and the major boat shows have had their run in Canada it is time to think about 2.4 meter sailing. There are still two events left in the CAN AM winter series (February 22- 23 & March 27 – 29) in Charlotte Harbour Florida before our series heads north. Victoria will get a jump on us easterners by hosting the Frozen Assets Regatta February 15 & 16 at Royal Victoria YC.
A lot is happening in North America in the summer/autumn of 2020. The Toronto Fleet and National Yacht Club will again host CAN AM North Summer series with one regatta per month staring in May and culminating in the Canadian 2.4mR championships September 19 – 20. On the west coast Royal Victoria has scheduled regattas for May and September with the Pacific Coast 2.4mR championships scheduled for September 19 & 20 as well. Check the class website www.canada24mr.com for updates and additions to our regatta schedule.
The big event of 2020 will be the 2.4 meter Open World Championships November 7th to 13th at Davis Island YC in Tampa Florida. The organizing Committee are in place and the Race Committee, Judges and Measurers have been selected. The club hosts many One Design regattas including midwinters, regional and national championships. The organizers are expecting about 60 boats including containers of boats from Scandinavia, Germany, England as well as sailors from Australia, New Zealand and Hong Kong. Information updates will be posted on our website.
If you are thinking about a new boat to race in the World Championship you should talk to Tony Pocklington the US class president. Tony is planning to bring in a container of boats later this spring.
Finally, this is the first Notice for 2020 class dues. Our Membership year runs April 1, 2020 to March 31, 2021. Membership dues are $ 50.00 again this year. These dues cover the International Class Association dues, Sail Canada Dues, website and communication expenses and for 2020 some $$$ support for the 2020 World Championships. Members and payment information is located on the right side of the website home page. President’s Report April 2019
It’s been a few months since I last updated the members on all the activities that are taking place within the Class. There are many positive developments which bode well for the Class going forward.
Clagett Boats: The Clagett Foundation has purchased three new 2.4mRs and offered them to sailors with disabilities to use for up to four years. Wendy Frazier of Calgary has received one boat which will be kept in Victoria. A second boat has been given to Siobhan MacDonald of Mabou NS. The Ottawa Clagett boat has been reassigned to Brian Peckover, the 2018 Mobility Cup winner, while Delani Hulme-Lawrence will be keeping her boat in Victoria again 2018.
CAN-AM Series: Another CAN-AM Winter series just concluded in Charlotte Harbor FL with perfect wind conditions and great warm weather, excellent race management and fleets of 20+
boats. New sailors from Marblehead and Milwaukee supported the event as well returnees from Guatemala, Norway, Canada and the USA.
The Toronto Fleet will be running the initial CAN-AM North series out of National Yacht Club this summer. Victoria and Seattle are in discussions to have a CAN-AM Pacific Coast series of regattas starting 2020.
Sail Numbers: The Canadian Class is the issuing authority for 2.4mR sail numbers in Canada. These are issued without cost to members of the Canadian Class Association. Issued numbers are posted on the Class website. From time to time, requests are received from new boat owners wishing to have a number which has already been issued. In some cases, these numbers were issued to boat owners who are no longer members of the class. Starting in September 2019, if a member has not paid their class dues in either 2017, 2018 or 2019 these numbers will be indicated on the website as “inactive” and may be available to anyone joining the class and wishing the number. The incumbent sail number holder will have 30 days to join the class and keep his/her sail number. If they fail to do, so the new member will be assigned the number.
Buoyancy Certificates: All boats must have a current buoyancy certificate. This is a safety issue. Buoyancy certificates are valid for five years and the person conducting the test must be either a measurer appointed by the Class Association or a person authorized by our chief measurer, Bruce Millar
2.4mR North American Championship: Kingston YC will be hosting this event July 5, 6 & 7. Kingston is famous for reliable winds, experienced race Committee, good hospitality, reasonably priced accommodation and lots of activities for shore supporters. Jib Boom Boats: For a number of years, many of us in the fleet have watched Bjørnar Erikstad sail his jib boom boat to consistent top ten finishes in World Open 2.4mR and World Para Championships. This winter, Bruce Millar and Tony Pocklington spent time developing a jib boom boat with the goal of making the boat easier to sail for people with disabilities. Although not yet perfected, Bruce sailed the boat in the final Winter CAN-AM regatta, placing 4th. More work will be done on the boat this summer and already there is quite a lot of interest from other sailors to order new boats with recessed decks to accept the curved jib boom track.
2020 2.4mR World Championship: The 2.4mR World Championships are coming to North America. The proposed venue is Davis Island YC, Tampa Florida. The proposed dates are November 7 – 14, 2020. Details are developing and once the proposal has been approved by the International Class, we will be able to provide more information.

C. Thomas Clagett Junior Memorial Regatta 2018
The 16th Annual Clagett Regatta at Newport RI was a fantastic success for a number of reasons. 23 boats participated in the 2.4mR Class, a record number for this event. Entries were from Puerto Rico, Canada and the United States. Entries included four sailors under the age of 25 (three from Canada) all young women. Delani Hume-Lawrence from Victoria placed 8th and won the coach’s award for most improved sailor while Shaylagh Ley from Ottawa placed 22nd and won the Sportsmanship Award. Both of these sailors are sailing Clagett Program Boats donated for their use for up to four years.
The Clagett Regatta foundation will be seeking applications for two additional program boats in the early fall 2018
Pacific Coast 2.4mR Championships
The inaugural Pacific Coast 2.4mR Championships were held June 16 & 17 at Royal Victoria Yacht Club with 11 boats in attendance. The boats attending were from Seattle and Calgary as well as from our Victoria fleet. The class anticipates that this will become an annual fixture on our regatta calendar and hopefully will attract more boats from western North American.
2018 Canadian 2.4mR Championships
Pointe Claire Yacht Club will be hosting the Canadian 2.4mR Championships August 10 -12th. The Notice of Race and entry forms can be accessed by clicking on the event title in the events schedule of the 2.4mR website. Racing starts at 1:30pm on Friday August 10 allowing competitors to work a full day Thursday and get to the regatta site with time to rig on Friday morning.
2018 Class Annual Meeting
The 2018 Annual Meeting of the 2.4mR Class will take place at Pointe Claire Yacht Club Friday August 10th after sailing. Canada’s Retaliatory Tariffs
The trade war between the Trump Administration in the United States and the Government of Canada is unfortunately impacting members importing 2.4mR sailboats from the United States. Sailboats with or without auxiliary power (tariff item 8903.91.10) will be subject to a tariff of 10%. This is in addition to the HST (or GST) which applies to all goods. Unfortunately consumers are the unspoken victims in these trade wars.
Buoyancy Tests and Certificates: Regular buoyancy tests are a safety issue. At the 2017 Canada Games two boats failed their initial buoyancy tests and required addition floatation materials before they were permitted to race. It was a good thing because two boats did swamp in the one heavy air race and required assistance in being pumped out. If you do not have a buoyancy certificate for your boat or if your certificate was issued in 2013 or earlier you must be tested before you will be permitted to race in class events in 2018. Contact the class measurer (Bruce Millar) to arrange for a buoyancy test.

Report from the President May 2018
CAN AM Winter Series: The second year of the 2.4mR CAN-AM winter series is in the books. The final regatta was picture perfect with winds 8 to 13 knots, air temperature 28 degrees Celsius and water temperature about 20 degrees Celsius. Racing was incredibly close throughout the fleet with first and last boats finishing 120 seconds apart. Ironically, the days after the conclusion of the regatta were dead flat calm. The schedule for the 2018 – 2019 CAN Am Winter Series should be available by late May.
2018 Regatta Schedule: As regatta dates, host clubs, and venues are known they are being posted on the class website. The Toronto area regatta schedule is now posted. Royal Victoria Yacht Club is hosting the first Pacific Coast 2.4mR Championship June 16 & 17th. Pointe Claire Yacht Club in Montreal will be hosting our 2018 Canadian Championship August 10, 11, & 12th. Events in the United States which may be of interest to our members are being posted as we become aware of them. Please check the website regularly for all the latest news.
2018 Class Membership and Dues: Our class membership year runs April 1 to March 31. The webmaster has edited the procedures to join the class on line through the website. This requires both renewing and new members to complete the jotform and pay the membership dues through Paypal. Although we do take payment by cheque as well, our preferred payment option is Paypal. Please don’t hand either the class secretary or myself cash at a regatta to pay your membership dues. Although we are honest we are also forgetful so your dues may not be credited to you.

Class Website: We had problems in September 2017 with the host of our class website. Thanks to the tireless work of Aaron Wong-Sing, the website was rebuilt and we continue to receive positive comments from our members, from 2.4mR sailors from other countries, and from sailors in other classes within Canada. Making the job easier for Aaron has been Doug Bell, Dee Smith and Bruce Millar all who have contributed articles to the website. The website is our voice to the sailing community at large so if you have anything you wish to share please pass it to the webmaster.

Jib Boom Boats: Last winter, Tony Pocklington and Bruce Millar spent time with Bjorner Erikstad (NOR) about the development of jib boom boats. Bjorner has had international success with his jib boom boat and the consensus is that competitive jib boom boats will make 2.4mR sailing accessible to more sailors without diminishing the competitiveness of the fleet. In the future I will ask Bruce to prepare an article on jib boom boats for the website.
